using that..

day,how do I formulate a BUY condition based on general market trend?
I have several BUY conditions in my system but want to add an
additional qualifier. What I have in mind is this:If the RSI(20)
of the "SP 500" is above 70, SELLIf the RSI(20) of the "SP 500"
is below 30, BUYIn other words: BUY / SELL stocks
ONLY if the SP meets the above condition. Thanks for any
