The only way I can think of is to use two histogram plots, one in 
the same color as your background, partially blocking out the other.

Plot(C,"",colorDefault,styleBar);

bkgCol=colorWhite;//change to your bkgcolor

back=Param("back",0,0,30);
Cond=BarIndex()==LastValue(BarIndex())-back;

Plot(IIf(cond,1.1*H,Null),"",bkgCol,
styleHistogram|styleNoRescale);

Plot(IIf(cond,1.1*H,Null),"",colorGreen,
styleNoLine|styleNoRescale);//so you'll have a visible value label

Plot(IIf(cond,1.2*H,Null),"",colorGreen,
styleHistogram|styleNoRescale);
