Ed,
Yes, this is IB TWS API problem. It can be replicated
even if IB alone,
switch to "VIEW->SYMBOL MODE" and then try to enter
INTC#SMART or INTC#BEST
and you will get error message. When you try INTC#ARCA or
INTC#ISLAND it will work OK.

no Windows XP. But the problem was due to
Interactive Brokers and if I use the proper routing it works for me
also,

Are you using Windows 98 ? If so try updating your
Microsoft system libraries: <A

since Win 98 has quite old set of libs.
