I also use InteractiveBrokers. They issue a list of
stocks that are "shortable" and they seem to update this list frequently. What I
do for my backtests is use this list (or fragments of it):

This week Fidelity would not accept short orders “no stock available to short”
on 3 high volume stocks, I got all 3 filled at Interactive. I have had
only one instance where Interactive not fill a short.
