Graham,

         I do this without any problem, ie may charts using GetBaseIndex 
show the Sector index for said stock.

Simply have all stocks in say "ASX" market. This has a Base Index of XAO.
Have Stocks like "Active Trading, Not Trading, No Quotes etc" in Groups.
         This does not have any Index info set. (As it overides Industry base)
Under industries set apropriate Sector and "Sector Base Index".
