[amibroker] OT: disconnect during downloads

I've 
been tryng to download the AmiBroker User Guide for almost a month without 
success.   I know that it has nothing to do with AmiBroker as I'm 
having problems downloading from other sites as well.   I suspect that 
I'm having coms problems between my PC and my ISP and time-outs are 
occuring.   If I use FTP, I can download huge files.   The 
problem arises when I use the standard downloader that gets initiated by 
IE6.   Is there some way to increase the time-out period?   
Is there some way to append to a partially downloaded file when I'm not using 
FTP?
