TomDeMark suggests 9 small circles.
It is not that frequent, especially this year, so I modified the 
initial idea to count them from 5 [or lower] to 20, or even 25.
As for your second question, I have some general "rules", like StochD
() divergence [equally MACD divergence] or MeanRSI>45, but the final 
decision is often more complicated.
