Just want to dowble check that the code is identical. When I replace
QP2.DLL with one built from the code in the ADK. The call to get the info
for "EPSRank" caused and error in the afl. Now this choice does not exist
in my version of the code and in the QP2.DLL that comes with amibroker it
does not error but returns and empty value.

Yes full QP2 plugin source code is included in the ADK.
No data plugin can not be at the same time AFL plugin,
but.. you can modify GetExtraData if you wish
so it accepts for example this syntax:
GetExtraData("SYMBOL:QRS");
and returns QRS for specified SYMBOL instead.
