I will give it a go and see if my interpretation holds water
It is actually just adding ones and zeros
C<Ref(C,-3) is either 1 for true, and 0 for false
So S2=Sum(C<Ref(C,-3),10)==10 becomes true when you have 10 consecutive days
of C<Ref(C,-3)

S2=Sum(C<Ref(C,-3),10)==10

I'm reading it as:  Lookback 10 bars and total all closes today that are
less than the closes 3 days ago that are = to 10???
