Hello,
.chm files are simply compiled html files. IN .chm form they
are readable only by help viewer but it is possible
to 'decompile' chm file and get back original html and gif files
that can be viewed by any web browser.
But I don't think if this would change viewing experience
as help viewer in fact has Internet Explorer embedded as
a rendering engine.
