You are just plotting x which will be a straight horizontal line
What did you want x to be used in? If in the MA then use 
Plot(EMA(c,x),"ema",colorred,styleline);
Also you do not need to use plotohlc for straight bar chart unless the OHLC
are not the normal prices, this will do the job
Plot(C,"Price",colorgreen,stylebar);

I have tried for hours, I give up, can some one please help me? I am trying
to use the moving averages to make a envelope around the 
price. I would like to use Param for adjusting the lines to fit the 
price action.

x= Param( "cond1", .01, 10, 100 );
Plot (x,"", ParamColor("",colorBlue));

PlotOHLC( Open, High,  Low, Close, "Price",colorGreen, styleBar ); cond1=
EMA(C,13)+EMA(C,13)*.3; Cond2= EMA(C,13)-EMA(C,13)*.3;
