per share commission for under 500 shares, 1/2 cent over 500 shares, can't be 
beat for small trades.  However when one gets up to 3000 shares and over, 
then the commissions are not longer competitive.

I do not think 
their execution software can do what you state in item 3.  For item #3, 
look at Tradestation Securities...I believe their charting program could be 
programmed to executed trades based on price.  But you need to ask 
Tradestation users to confirm.

  Appreciate someone can share with me the 
  experience using Interactive Brokers. Or someone can recommend me a broker can 
  meet my minimum requirements :
   
  1. Relatively low commission rate for small trade 
  (around USD 1000 per trade).
  2. Fast execution.
  3. Can use logic to put in order e.g. Buy if the 
  price goes up to 1.00 and close the position is the price drop below 0.80 kind 
  of orders. 
   
  Preferred if the broker can allow international 
  trades, Futures, and Commodities.
