Bill,

The default association for .chm file should link to HH.EXE.

On your system this association is incorrect and links to "program.exe"

To solve the problem you should:

1. Check if HTML Help viewer (HH.EXE) is installed. If not
please download Html help update from Microsoft:
http://msdn.microsoft.com/library/default.asp?url=/library/en-us/htmlhelp/html/hwMicrosoftHTMLHelpDownloads.asp

If you have HH. EXE already installed then you can proceed with step 2.

2. Now go to Windows Explorer
- choose Tools -> Folder options
- choose "File types" tab
- scroll down the list to locate CHM file
- click on "Change" button
- now "open with...' dialog will appear. please click "OTHER" button
and browse to WINDOWS directory. Then locate HH.EXE file, click on it 
and then click "OPEN". Then OK.
