I've occasionally had the program.exe problem, Bill, so here are a
couple thoughts.
I usually run DOS assoc 1st [assoc/? will bring up help].
If assoc .chm shows other than .chm=chm.file, run assoc .chm= to remove
it.
If by 'file association window', you mean tools.folder options.file
types, I show for CHM 'compiled HTML.help file' and 'opens wth
'Microsoft HMTL Help Executable'.
That name isn't available from 'change' so you would have to click
'other' and browse to HH.exe.

My Win98 OS doesn't have an Open With option. It only has Open.
And the file associations does not have a Microsoft HMTL Help
Executable in the list.
I also went to the file association window and changed it to
Microsofot HTML and Help (which was "win32hlp") and when I tried to
open the file, it still asked for Program.exe ....
BTW, I do have HH.exe
Sigh! Tomorrow is another day....
