It was just a quick example - I thought that this 
simple example would be enough to get going.
Of course you can have valid times easily
 
hr = Optimize("Hour", 9, 9, 15, 1 );
mn = Optimize("Minute", 0, 0, 45, 15 
);
 
tm = 100 * hr + mn;

Just combine hour and minute:
 
HourMin = 100* Hour() + Minute();
 
tm = Optimize("Time", 900, 900, 1600, 15 );
 
timeok == HourMin >= tm;
