That joke is an old one what "works", when it does work, when the
mind takes the "No" response as implying that one has stopped the
action in question. For the joke to work, the word "still" needs to
be included in the question. For the English speaking mind the
word "still" makes any yes or no answer in such a context into an
implicit admission of the primary assertion buried the question.
Jokes of this type are best said with a friendly smile so that fights
do not break out.
