Should work, if only it supports cdecl calling 
convention, function pointers and user-defined structures
and unions (these 
are quite basic requirements for any Win32 compiler).

Presumably my  lahey fortran that does 
32-bit windows dlls will also work?

The examples and ready to use source code will 
be given in Visual C++ 6 and
Visual Basic 6. It does not mean that you can 
not use other tools
including Delphi, C++ Builder, GCC, 
etc.
