Yes, ROC can be used with ANY 
indicator:
 
ROC( any_indicator, period )
 
in order to smooth ROC just apply simpleor 
exponential moving average on it:
 
ma( ROC( close, 10 ),  20 );
 
or 
 

ema( ROC( close, 10 ),  20 );
